High Idle & Hesitation at 4,000RPM?

Hey there everyone. Just bought my first bike.
1992 Seca 2.
Noticed it likes to idle around 1,500...but once warmed up, it will idle at 3,000-3,500.
Additionally, I've noticed it seems very hesitant around 4,000 RPM.
It should have much more power than it currently does.
I was thinking that it could be a carb issue.
I'm not the most mechanical inclined, and I hate to take it somewhere & get ripped off.
Is this as simple as a carb adjustment?
Where should I start troubleshooting?
Can I get a checklist of all the various things it could possibly be?
