92 Seca ii Power Cut Issue (NEW RIDER)

So my dad gave me his old bike..its a 1992 yamaha seca ii, he said he jetted the carbs on it..thats all thats done to it as far as modifications goes, its got 17,XXX miles on it..and he said I need to adjust the valves on it, I'm not sure if its that or a fuel issue..when riding it, it runs alright. But whenever I get to maybe 50% throttle or more, it starts to spit and sputter..then I full throttle it, and it will "hit" and I will have full power and it will accelerate as if running normal..but I change gears and it does the same thing, sometimes it will have that "kick" to it, sometimes it will just sputter throughout the rpm range..someone that has some experience, help me figure out whats wrong with my bike?
