Dry, Sooty Spark Plugs

Hi Guys,
Long time no see!
I realize that sooty spark plugs are a sign of the bike running too rich, but I can't seem to figure out exactly how it is still running rich.
My bike is a '93 XJ600S with the Canadian/UK carbs (just installed a set of '95 carbs that I got for a great deal from the UK).
Fairly certain I rebuilt them correctly, but the bike still seems to be running rich going by the deposits on the plugs (replaced one set due to a fouled plug).
I actually have my exhaust pipe idle temperatures set around 640'ish degrees because the bike will stall while idling when it's at the recommended 500 degrees (only when upright, mind you, idled somewhat okay leaned over on the kickstand).
Any other clues/symptoms/ideas I should look into?
*EDIT* I should mention that this bike has ALWAYS run rich during the four years I have had it and likely during the time previous owner had it (going by his fuel mileage calculations in the manual). It consistently gets 31-33 mpg which is low for these bikes. Not sure if the new carbs have improved that or not, but the sooty spark plugs imply that perhaps nothing has changed.
