Tank cap gunk

I got a new tank from Manny, and unfortunately couldn't get the new key to open the tank cap, I took off entire tank cap and found this 
The key does turn but the lock mechanism doesn't move and that worries me I would rather have neither move.
I sprayed Wd-40 and scraped w/ a razor blade and tried pushing on it a little, I have no break cleaner so I am soaking in some coke while at work tonight. Hope it works advice is appreciated
