Horrible gas mileage..

So I started keeping track of my gas mileage with an an on my phone back in December when I noticed I was getting really bad mileage. Here's what I've got between fillups from Dec to yesterday: 15.49, 19.53, 23.38, 20.38, 24.73, 17.73, 19.92 (mpg).

The 15 was due to a leaky fuel filter, which I replaced and it fixed it some. Then I noticed my fuel pump was leaking so I replaced it.
A month ago I checked my floats (nearly perfect) and synced my carbs (all good).

I used the IR thermometer to attempt to tune my carbs, and got okay results nothing I was overly excited about but I spent two hours trying and got it best I could (don't have the #'s with me exactly). Should it be that difficult?

Earlier this week I ordered a new petcock since I have the original and didn't know if that could somehow be adding to burning so much gas.

I let it warm up fro ~3 min before riding (which I do everyday to commute about 4 miles roundtrip) but this mileage issue is limiting me from going on any decent rides of any distance.

So is there anything else I should be looking at? If I have a leaking petcock (can they even leak?), could that be throwing off the tune on my carbs? If so I will retune them after I replace the petcock.
Regardless, could untuned carbs and a leaky petcock be killing my mileage this much or is there something else I should be considering than I am not?
