Rear brake touchy?

One of the first things I noticed when I first got my Seca was how touchy the back brake seemed to be....practicing in a parking lot after I first got it I was locking up the rear brake like crazy. My previous Ninja 250 seemed to have a more consistent relationship between front and rear brake. I replaced the old tires and got better traction and handling but even after having ridden it over 6 mos now I still find that I'll lock up that rear brake unexpectedly on occasion stopping for a red light even though I mostly use the fronts. Anyone else notice that the rears tend to lock?
