Vacuum hoses not sucking air/fuel from the fuel pump

Took my bike out of hibernation, and it looks like there's no fuel getting to the carburetors. I replaced all the hoses with clear ones so I could see if fuel was flowing, and I cannot see any fuel flowing from the fuel pump into the carb.
I disconnected the vacuum hoses and put my finger on/over the plugs coming from the engine to see if I could feel any suction, and I could not.
I'm not sure if I fully understand how this is supposed to work, but I'm assuming that the air from the two hoses coming from the engine are supposed to form suction and pull the fuel from the petcock into the fuel pump, and then from the fuel pump into the carb. Is this correct? Should I be able to feel suction?
