High idle & enrichment problems

Just finished replacing the float bowl seals and properly seating a needle tang that slipped off the float which resolved my leaky carbs.
Now I'm having high idle issues. It's likely a result of tightening the adjustment nut on the throttle cable when i re-assembled the carbs. I can see throttle adjustment nut under the front of the carbs but the engines too hot to work on right now.
I've looked at the repair manual and see that the recommended idle is 1200-1400 r/min (US) and 1150-1250 r/min (CDN). Being inexperienced with tuning; are those specs are for a closed choke? Also, what is the typical idle rpm with the choke open?
Right now the idle is about 4000 rpm with the choke open and 5000 rpm with the choke closed. Not sure if the idle speed and throttle adjustment would cause the carbs to run too rich? Also, the idle speed screw (throttle stop screw) has little to no effect right now. I can't find where but I recall reading that Im supposed to tighten the idle speed screw until the spring begins to get snugged. It seems like there are about 5 turns from when the idle speed screw beginning to snug until it's cinched down. I'm thinking I should keep it near the middle of those 5 turns while I adjust the throttle cable adjustment nut?
