#20 pilot jets, RPMs hanging at ~2000 after rev

So I'm finishing up my winter maintenance and finally got to take the bike out for a few spins. Over the winter I completely rebuilt the carbs and replaced the pilot jets with the #20s. The warmup time decreased dramatically but I'm noticing that if the bike is idling and I blip the throttle the RPMs will hang around 2000. If I rev it a few more times it will eventually drop down to the typical ~1400. I noticed too when riding if I come to a stop that the RPMs will be high, around 2000 again. If I tweak the idle screw a tad I can get it to drop but then it ends up Idling too low. I also feel like my gas mileage has dropped pretty significantly, although I haven't had a chance to run a full a tank through it yet. No problems before I rebuilt them. Any ideas?
