Screw for exhaust header snapped off in block

Title says it all one of the 2 screws for my #2 cylinder snapped clean in half while i was getting onto the freeway today, i can see the other half in the block still.how would i go about removing it? Is the part inside the block threaded? Also what might cause it to just snap like that.
