valve shim removal

I bought the Yamaha curved shim tool. I can get to all the shims, but the shim reading almost 0 is too tight to get out. I think there's room to get it but the tool doesn't take the bucket down all the way. I can get it with the pliers but it jams. Should I just remove the cam? or does someone have a trick up their sleeve?
