Throttle shaft plates question

Hey guys. I rebuilt my mikuni bds26 carbs and i have a question. On these butterfly plates...is there a certain way to adjust them? I slid them in to the throttle shaft slots and then just screwed them in but there a gap between the plate and the bore. Is there some free play with the holes being bigger than the screws? I'm just wondering because it didn't look like the throttle plates were completely closed. Wasn't a huge gap but wondering if I need to loosen the plate screws and move the butterfly plates a bit so they close if that's even at all possible.
