pitting on upper fork tubes

I'm doing the fork seals, and noticed some pitting on the upper fork tube. it looks like its higher than the normal range of motion for the seal. there is of course a touch of rust at the dings. Is there an easy fix to this? Or can I just ignore the issue for another day until it gets worse?

Also the PO lost the washer to one of the springs, is it important? He also had the spring upside grr. the seal was totally shot. Oh and no seal ring clip either.All these issues were on the right fork which also had grey colored fork oil in it, Possible water intrusion?

I painted the tubes last night and should get the parts in today so should be ready to go about when it starts raining.

Thoughts?
