Quick carb question

Seems like everyone is having some carb issues so this is just kinda basic. the new bike, mr white pants, is wet on the sides of the butterfly shafts. After the issues with the other bikes carbs, I'm not really looking forward to full dissasembly on these guys to try the butterfly shaft seals, but will if needed. I don't understand why they would leak there, is it excess fuel from a possible float valve leak or does it happen when running? I'm more apt to think it is from the float due to not having any seepage after riding, only sitting. I haven't had these off yet, just no time, but I am noticing a bit of hesitation right off idle. it has the vance and hines so it's possible it may have been rejetted, possible that it wasn't...who knows until I get in there.

if it is not a rejet kit, I'm looking at the pilot jets as the culprit right? possible air/fuel screw too i guess
