Seca II starts kind of.

Hey everybody, I have a little issue with my 92 Seca II. I'll start at the beginning. About 2 years ago I went on a 100 mile ride. Around the middle I stopped for some food and noticed my idle was quite slow. I turned the screw a bit and went on my way, the bike ran fine all the way home. I tried to start it when it was time to store it and it would sound like it was going to go but wouldn't quite start. Fast forward to years and one child later and I finally have time to work on it. this morning I added some fresh gas and got it to start but not rev past about 1000 even after letting it warm up for a while. I removed the tank and air box - it was loose. I also noticed there was some cracking on one of the rubber pieces holding the carb to the intake tube. The bike started and ran fine when spraying starting fluid in the carbs, revved up to 4000 easily. It also ran fine after I put the air box back on and sprayed some starting fluid down the air box. It would still only rev to about 1000 when only running on fuel. So it seems I have a fuel delivery issue. Where to start? Fuel pump? What about a petcock rebuild?
