Fork Seal Leak?

Should the fork tube uppers be dry? I noticed near the end of last season, a ring would appear around both fork tubes when compressed, felt slightly greasy, oily. I've no drips running down the fork legs and nothing has blown back on me or the engine when I ride. I'm just curious as to whether the upper part of the tubes should be completely dry to the touch and is this the start of some weepy seals, or is it normal. I popped the dust caps off and didn't see any oil pooling. I tried cleaning around the seals with an old film negative strip, may try again too. I'm about to start ordering a few maintenance items and i may as well order a set of fork seals at the same time, if they're needed...
