92 XJ600 Not Starting

OK, so I rebuilt the carbs after the bike sitting outside for 3 years. I put new spark plugs on (I tested for spark today which I am getting), put the tank back on and I see the fuel flowing to the pump through the new filter. I pulled the choke out and I try cranking it over with nothing but cranking. I'm assuming its not getting gas and that's why it will not fire up? What steps do I need to do to check to see why it won't fire up? :wallbash:
