Clutch lever stuck

My bike has been sitting outside for a year or two and brought it in to rejuvenate it. When I pull on the clutch lever it won't pull back. I go down where the clutch cable runs to the bike by the crankcase and the piece won't even budge. Now I don't have oil in it, could this be the issue or do I have to take the cover off and work from there? I've tried WD-40. Thanks in advance.
