Forks still leaking...

I just replaced the seals on my forks, and now they both leak. Its not very much, at least not enough to cause oil to drip down the fork. Could I have done something wrong in the process of replacing them? (I used a PVC pipe to push the seal down). Could the shop that I had pull the forks apart done something? Or could it be the seals I bought on ebay be the problem?
