spring startup issues.

So I finally got my acerbic petcock. missed the part on here where it said get the one for the right side of the tank.
got a new fuel filter from advanced. and some new fuel line. will do colored line when I get it running.
the problem now is that it wont start. drained the gas out if the tank. and filled with new. then went to the carb bowls after trying to start it. from left to right. the left 2 had fuel in them. middle right one didn't. where to start.
should I just order a kit to rebuild. ive never had much luck with full rebuild on carbs. the bike will run on ether. and carb clean. but the one carb is dry. could it just need some tlc. what should I look for when I pull the bowls off.
