Carb leak from overflow, a little air too?

I got my bike running :kudos: as of today, noticed a very small drip from the overflow hole of the 3rd carb, and i felt some air if I held my hand below the carb too. Does this mean only 3 of the 4 cylinders are working? And I just replaced the float needle seats, as well as the carb boots. Any help would be appreciated, I can take pics if necessary. :greeny:
