Oil leak problem

Ok here is the problem i have an oil leak, looks like it coming from the top of the filter housing, oil comes out more when I'm reving the engine also it does it when engine is idleling. Can the filter housing be tighten if its loose if so what kind of tool can I use to tighten the filter housing. Or could it be another problen, have anyone been through this before.
