Engine Seized

Okay... So, after all of my frustration and countless problems arising, I finally got everything to semi working order (clutch, forks not leaking as bad, replacing gaskets on the clutch cover and oil pan because I overfilled the oil), and then this happens.

Last night I had finished putting everything back together, and I apparently didn't put enough oil in it even though I put what was in the oil pan (new oil) into the engine, so I figured it should be all it needed, didn't want to overfill it like last time. So I started it up, and I started hearing a clapping noise coming from the engine... Turned it off, then back on to see if it still did it, and it did. Tried it again, and it didn't start up, just got a single clicking sound from the black box that is mounted near the fuse box on the right side (if you're in riding position).

Is my engine seized? If so what should I do? Is it even worth fixing? Should I try and sell the parts or sell the bike as a whole?

EDIT: Okay so that was weird, I went back out to the bike, took it off the rear stand, sat on it and tried to start it, and for some reason it actually wanted to turn over twice...? And now it's doing the same thing as before. This is so confusing.. What could it be? It still made that slapping noise by the way
