can your forks twist?

It seems like my handlebars are a little off center. Once I got my bike going and took it for a ride, I noticed right off the bat that the handle bars are off center when driving straight. Is there a way to twist them back to center? If I loosen all the bolts in the upper and lower triple, can i align it somehow? Is there a trick to aligning it?
