Fuel question

Well i finally got my bike back together from replacing both idler gears. Clean out the tank, and for the first time, turned the bike over with a new battery. In turning over everything sounded good, but it didn't hit. I have never heard the bike run since I bought as a fixer upper. I get fuel to the pump, but my question is, how strong should the fuel be pumping out of the fuel pump. In trouble shooting, I took the fuel line off at the center of the carb rail that comes from the fuel pump. With the line off, I turned the bike over to see if fuel came out. It did come out but only at a trickle. How fast or at what rate should the gas flow while turning over? Should the fuel line be full of fuel when i had removed it from the rail?(cuz it wasn't) Kind of dissapointed when it didn't start, so back to the drawing board.
