Loose Primary Nut?

I have the clutch cover off of the '97 engine and everything looks good, except, the primary gear seems to move a bit on the primary shaft (1/16") and when I grasp the primary nut, it feels like it's finger tight. Of course, it's bend tab is holding it in place. The shop manual says 36 ft-lbs on it.

I plan to bend the securing tang back and torque it up to spec. But any idea what the culprit here is? Loose from the factory?
