1998 yamaha xj 600 Diversion s fork problem

Hey all want some insight , just took the front forks apart , trying to put it all back together but the tube won’t move freely and compress at all and the space doesn’t go into the pipe much really and it’s really hard to compress the spring to tighten the bolt any ideas what could cause this ?
