Opening the forks on the XJ550

I have removed the front wheel and front fender and got ready for the seal swap. In the Haynes it said that I had to open the top of the forks, then open the drain holes. However, I don't know how to open these. Any suggestions:

Oh, and the drain screws are screwed. :(
