Front Fork Questions

So my new bike the front forks are ... crap, for lack of a better term, if i'm in riding position hit the front break and walk forward, the front fork compresses almost all the way, I was told that the seals need to be replaced. Looking online the seals are only a few bucks is that the only part that i need to purchase in order to fix the front fork, (I know there is fluid and springs in side) because i was told that it was the seals.
