Oil on the case

So I've owned my XJ all of 9 days now. I commute to work 10 miles every day. Today on a previously perfectly clean engine I see this:

So I don't know if this is normal or not, but I check the oil and I cant tell if there is any. The glass is reddish, but IDK if that is actual oil or residual.

I used the owners manual to test the oil lamp, and sure enough it doesn't seem to be working.

I pop the cap and look inside the case... looks pretty dry. IDK how it's supposed to look, but if its like a car then I'm not to happy.

Try to run a wire to the bottom but it keeps catching on things and anyway I didn't see any oil on it at all.

SO... first, is that grime normal, or is there a gasket problem going on? Second, am I right to think the oil is way low, or do I not know what I'm talking about?
