Where to start?

Hello I rode my newly acquired xj600 and I could not get the bike over 55, also something is wrong with the starter solenoid, I have to jump the bikes starter from my truck. I can probably figure out the starter issue, however I'm not sure where to begin on the power issue, also the bike refuses to rev over seven grand. Do I start with valves? should I just pull the carbs and clean the heck out of them? I don't have the means or the knowledge currently to re-sync the carbs, I have read on how to do it, but having someone that's maybe near me that knows a thing or two about it would be of great help. Where would you start looking knowing the issues I've described.
