inserting bolt stud to "hub"/cush drive

So finally received bolt studs and self-locking nuts from Yamaha. My question is however how do I mount the studs into the hub it is not like the stud easily turns into the "hub"/cush drive



I tried locking two nuts but it seems not to work. I also tried turning the nut completely to the "bottom" of the top stud till it stops and obviously the stud will screw into the hub however I do believe using this method will result in a bit to much of the stud will be above the nut comparing to the other studs on the hub/cush drive

What to do ?

And btw will the stud stop turning "inside" the hub/cush drive because of the lack of thread or could they stud be turned all the way though ?
