Open and clean corroded silencers ¿can that be done?

Hello everyone, the stock silencers of my XJ600N are completely corroded inside even when they are in outer good condition, so with the vibrations they sound like real rattles because of the loose pieces they contain.

Disassembled and shaken them a couple of times and some pieces came out but it seems that still remain bigger pieces that are hard to remove. I want to ask if there is be a way to cut the silencers and then close them again either by welding, using rivets or otherwise. That way I could clean them and if appropriate, fill them with steel wool.

Have seen aftermarket silencers whose rear part can be disassembled to change or clean the inside but since the stock ones are welded I cannot think of any way different from cutting them.

Can anyone give me any suggestions or information about this?
