I have a California bike with the evap canister assembly on it. I was taking a closer look at it today and I realized that it's connected incorrectly. There is a hose hanging off the left side that looks to just be a vent or drain hose, I think that's actually the only thing right about it.

The roll over valve and the hoses associated are completely missing. I guess they forgot to put it back on when they put the bike back together.

The main thing is that it does have the hose going up to the carbs, but it looks like they spliced a check valve in the middle of it for some reason. On top of that it was not even connected to the correct port. PO connected it to the lower port which makes sense intuitively but as you can see above that is incorrect.

So I ask, does this system improve fuel efficiency or is it just for emissions? If it's just for the emissions then should I just delete the whole assembly and plug the holes? My fuel efficiency has been pretty crap lately. I'm wondering if this can cause it or if my wrist is the problem.
