Stuck allen bolts grab handle

Hey everyone.
I need to access the tail light cables on my 97' XJ600N because my brake light isn't working (bulb seems fine and running light is ok).

Unfortunately, I can't get the grab handle out so I can remove the rear fairing.

Both bolts are completely stripped. I figured I might drill one of them.
I've made some progress but I might have made it worse.
I've used 4.5, 5.5 and 6.5mm HSS Cobalt drill bits on a 1990's 550w B&D, but I don't think I'll get there.

Use the pictures' titles for reference.

The leftmost allen nut is just stripped, no drilling (or very little, I can't recall).

There were quite a bit of rusty, seized or stuck bolts holding the fairings, but I managed to get those out by drilling or other means. Unfortunately, these seem heavy duty, so I might have goofed.
Very frustrating.

I could definitely use some input because this prevents me from even working on the bike.
