Toubleshooting Turn signals

On my 1994 XJ600, when I signal left or right all of my blinkers flash like a hazard. Where would I start and what kind of tools would I need? Sometimes they do work but most of the time they don't. Im pretty sure they aren't LED so I know I dont need to put in resistors just yet. Thanks for any help.
