Ride Height questions

I'm currently rebuilding the front end and was wondering if I could drop the seat height by having the top of the forks come up an inch above the top clamp instead of it being flush with the top. It's always been about 1/2 inch higher than comfortable for me when wearing sneakers while riding instead of boots. Any idea if that would work or any other ways of changing ride height short of replacing the rear spring?
