Vacuum lines

Simple question, just bought a 98 seca 600...there are 2 vacuum lines coming off the carb boots. 1 goes to the fuel petcock and the other one is there but blocked with a bolt. Where was the the 2nd line supposed to go? Any input is appreciated to help my curiosity.
