No Start Issue

Hey guys, I completed the engine timing (all is aligned and correct to the best of my knowledge) and she is turning over smoothly but no sign of running. It's either a lack of fuel or ignition issue.

I noticed in other posts that some people bypassed the fuel pump, how do you go about doing this? Also, If I was to check the carb floats, do I just pop off the covers with the carbs still attached to the bike?

I'm assuming that the carb floats need to be adjusted ( I adjusted them using the dry, bench-method.. too, I believe about 7mm) Perhaps, I should adjust them to 8mm?

Any advice on how to properly troubleshoot this issue starting with fuel and then working to ignition would be most appreciated.
