Choke lever stuck

Hi guys. Today I went to check out a 93 seca for sale. Cosmetically it was beautiful. The owner says that it's been sitting in his garage for the past two years. We went to start it up but all it would do is turn over and not fire. We then tried to pull the choke out into full position to see if that might get it going but the choke lever wouldn't budge. There's some slight play but it won't even pull out to half choke. What do you guys think might be the problem?
