Carburetor Part location

I'm trying to figure out how the item that part #26 screws into is installed onto the carburetor. Unfortunately, I am embarrassed to admit this; however, I would like a definition of this part and its function. Despite being a mechanic for four years, I have never dealt with carburetors in the military. If possible, a picture would be best.
