1995 Seca II usa model idle screws

What should my initial idle mixture screw settings be? I cannot get the bike to idle for more than about 10 seconds unless I turn the idle speed way up, and then it hangs at 2500 rpm for 10 sec before slowing down. I think it is an idle mixture issue. I pulled the carbs, cleaned them and installed #20 pilot jets. All the manual says for mixture screws is "preset"
