XJ 600 Forks Won't Fit Through Both Holes

I am building an XJ 600 and came across a problem I don't know how to fix. My forks only go through the bottom holes(I don't know what they're called) but not the top ones attached to the handlebars. The forks get up there, but then they're at least 2 cm off from fitting in the hole. I just bought forks that are completely straight, so that's not a problem. Any ideas? What should I do?
