Running Rich but Lean - Carb tuning problem

What else would cause the exhaust temps to be running hot. I just checked them after letting the engine warm up and I'm getting between 650-700F on all the pipes, even melted my fender paint a bit. Now I'd say I'm running to lean but when I pull the plugs they are black and sooty which leads me to believe I am running too rich. I'm scratching my head at this one. I just replaced the Float needles and set the float heights and checked the fuel levels in the bowl (wet method) I also just ran a compression test and found between 145-150 on all cylinders so I have good compression. I just don't know what to look at next. Taking the mixture screws out double checking that they are all clear and clean in those passages?
