Stripped Heads on Fork Allen Bolts

the guy i bought my xj from negated to tell me he stripped both fork oil allen bolts. i thought i knew where he lived so i tried to pay him a visit, i guess he was renting there and i cant find his number anywhere. can i drain the oil by flipping the forks upside down? i would need to do this so i can easy out the bolts to tap a new size in there. or if there is any other advice im all ears.
