Do I need to jet the carbs if............

My bike starts by the second try every time? Usually, it's the frst. The previous owner to the previous owner of my Seca II claimed the carbs were jetted. Should I believe it? Is this something that needs to be done on a regular basis? I apologize for the noobish question. I looked through most of the threads, but just looking for a little piece of mind as I am new to carburated engines. thanks!
