Rear brake pedal

I have a problem with my rear brake pedal. It sits so high that it's very uncomfortable to use, also it doesn't match the manuals height (4cm below the footrest). I bought the bike ('98 model) in the beginning of the summer and this has bothered me since. I have regulated it as low as it's possible. Has something happened to the pedal or is it some kind of a wrong pedal installed by the PO? Do the older pedals fit the newer bikes with the Brembo master?
