Low voltage at headlamp

Hey guys.. I rode my 1992 seca ii in the rain the other day and now the head lamp and blinkers stop working... I checked the voltage and it was only getting around 9 at the headlamp... Anyone have an idea what it might be.. Thanks for any help guys
