Back tire feels loose

I had a bent rim and replaced it with a new one. It's the same size rim and tire as the old one. Using the Manuel I put the wheel on and put the chain around the sprockets. I tightened the bolts and it kept pulling the chain. Now the chain is too tight, but it i loosen the bolts they fall out. Any suggestions??
