Help. Cannot get butterfly screw back in

I replaced all of the butterfly shaft seals on my carbs. I was extremely careful taking the phillips head screws that hold the butterfly out. But now I cannot get 2 (1 on carb 2 and one of 4) back in! Some were hard but I managed to get them to set and screw them in. But I am at a loss here on these other two... they don't seem to want to take... Any suggestions? Anyone else experience this?
